Asbestos Survey & Abatement CoordinationMiami, FL
How surveys, licensed abatement, demolition notice and clearance fit ahead of demolition in Miami-Dade.
We are a demolition contractor, not an asbestos abatement firm. Abatement is a licensed trade. What we do is plan around it, so that testing, removal, notification and clearance finish in the right order and the machine does not sit idle.
In Miami-Dade, the federal asbestos NESHAP and Florida's Rule 62-257, F.A.C. apply, and the County's Regulatory and Economic Resources department (RER), through its Environmental Resources Management division (DERM), runs the local air program. The notification is separate from the building permit and does not replace it.

How the Work Is Sequenced
Commission the survey
A licensed consultant inspects the structure and samples suspect materials, producing a report that lists locations and quantities.
Plan removal and demolition together
If asbestos is found, the abatement scope, the demolition sequence and the notice date are laid out on one schedule.
File the notice
The demolition or renovation notification goes to the local program; confirm the form, portal and lead time with RER/DERM.
Abate and clear
A licensed contractor removes regulated material; air or visual clearance follows before the area is released.
Demolish
With documentation in hand, structure removal begins and the survey stays on site.
Safety & Compliance
Rules, thresholds and fees change. Use these as a checklist of what to confirm, and rely on the issuing agency for current requirements.
Asbestos NESHAP, 40 CFR Part 61, Subpart M
Federal work-practice and notification rules for demolition and renovation of regulated facilities.
Rule 62-257, F.A.C. (Florida asbestos program)
State rule that adopts the NESHAP requirements and sets notification and licensing duties.
Miami-Dade RER / DERM
Local program administering notification and inspection for projects in the County; confirm current procedure and any local fees.
OSHA asbestos standard, 29 CFR 1926.1101
Worker protection during asbestos work, separate from environmental notification.
Miami Considerations
Local note 1
Older Little Havana and Coconut Grove buildings, and mid-century commercial buildings downtown, commonly contain legacy floor, plaster or roofing products.
Local note 2
Past hurricane repairs, patching and re-roofing mean a building's materials can be a mix of eras; a survey sampling each material is more reliable than assuming by age.
Local note 3
Single-family homes are treated differently from commercial and larger residential buildings under the federal rule, but state and local requirements can differ; confirm with the program.
Local note 4
Because the demolition notice and the City or municipal permit are separate filings, we track them as parallel items on the schedule.
Asbestos Survey & Abatement Coordination FAQs
Federal notification rules treat small residential buildings differently from commercial and larger multifamily ones, but a survey is still a prudent step in an older home. Confirm local and state expectations with Miami-Dade RER/DERM.
No. The environmental notification and the building permit are separate and neither stands in for the other.
A licensed abatement contractor. We do not abate; we coordinate access and sequence so that demolition follows clearance.
The rule sets a minimum lead time before demolition starts. Confirm the current requirement with RER/DERM, and plan the project schedule around it.
